PURPOSE

The City of Missouri City, Texas is currently considering updates to its Comprehensive Plan “Plan”. The purpose of this consideration is: (1) to ensure that the recommendations of the Plan are still relevant; (2) to reestablish a collective vision for the future development and redevelopment of remaining vacant land within the City; and (3) to examine implementation tools including zoning, development standards, and other factors, that create potential barriers for development in conformance with the collective vision.

BACKGROUND

Missouri City has a strong history of comprehensive planning as reflected throughout its 68 years of incorporation. The City completed its comprehensive master plan in 1971; adopted subdivision regulations in 1974; and established zoning in 1981.

The City’s most recent Comprehensive Plan was adopted in 2017 and reflects policies and goals reflected by the community at that time and which were influenced by development activity within both Harris and Fort Bend counties. The 2017 Plan acknowledged challenges the City faces including aging infrastructure, the preservation of neighborhoods, encouraging economic development and strategic investments.

The development potential of remaining undeveloped land has been identified as an area of concern due in part to the proximity to existing single family residential developments; environmental and ecological concerns.

Redevelopment Areas

The promotion of redevelopment activities in strategic areas as been a consideration of the City. Providing opportunities for redevelopment can help reduce the share of residential taxes as well as encourage the location of desired land uses. This report will expand the City’s redevelopment focus for areas largely built out.
